Governor Seyi Makinde's campaign promise to conduct a census/data collection for People Living with Disabilities (PWD) during his first term (May 2019-May 2023) remained incomplete by the time his first administration ended.

Instead of conducting the promised census, the administration established the Oyo State Agency for Persons With Disabilities (OYSAPD) in December 2022, appointing PWD representatives into government and creating targeted employment initiatives for persons with disabilities.

While these actions demonstrated commitment to PWD welfare, they did not fulfill the specific campaign pledge to conduct a census or comprehensive data collection on the PWD population in the state.
